Note the part I&rsquo;ve highlight in red &#8211; <font color=\"#cc0000\"><strong>&quot;important Executive Branch institutional prerogatives.&quot;<\/strong><\/font> Now, the Bush Administration is applying their made-up<strong> Unitary Executive Theory <\/strong>to the Supreme Court [which they happen to control anyway]. Cheney\/Addington is written all over this response. Add the <strong>E.P.A.<\/strong> to the list of infiltrated and inoperative agencies.
